You can just write the text in the question box. If styling is needed take a look at the rich content editor or HTML view.
If you don't want any input, then a descriptive text question would allow you do that.

+21It's a great idea to include an introduction to a Survey by including a combination of Text and Graphics. State the reason of the survey. Also be sure to have an end of Survey message.
