How can I turn off the 'restart survey' option when previewing my survey?

Preview mode of the survey tab is just for testing, we never send this link to respondents.
To distribute the survey we publish the survey first and then use any distribution method to distribute.

We cannot do this. But why do we need this feature?

I do not want participants to be able to restart the survey when they are answering the questions. Or is it only available in the preview and not when the real survey is released?
