How can I use Question Export Tags in combination with Reusable Choices?

I have created a survey that uses Reusable Choices. The CSV file which I upload as Reusable Choices contains one column containing the Display values, and one column containing the Recode Values. When I check the Question Export Tags of one of my questions (by clicking on the gear-icon -> reusable choices -> checking the mark next to Question Export Tags), they show up grey and uneditable, but they do contain the values which were originally in the Recode Value column of my CSV file, which is exactly what I want. However, when I download the datafile (either as CSV or XLSX), the values in the first row are not those displayed in the Question Export Tags window. How can I make sure that the Question Export Tags show up in my datafile?
