I tried setting up my own custom made message for certain questions on my surveys, but the option to create a new message was not present in the dropbox for custom validation. It only allows me to select from the pre-made library. How can I fix this?

Talk to your Qualtrics Administrator. I suspect you don't have the "Manage Library Messages" permission.
