How to trigger an action for a partial response

Hi Everyone,
This Qualtrics support page (https://www.qualtrics.com/support/survey-platform/actions-module/survey-response-events/#Conditions) states that partial responses will trigger actions if the conditions are met (see image below),
I have an action setup based on ED and that ED is the very first thing in the survey flow, but these Actions are not sending until the response is completed. Does anyone know how to trigger an action when a survey response is started?

    Please use the event "Response created":

    I've tried that. It still doesn't trigger the action until the response is completed.

    Tickets are created only when the responses are recorded.

    I'm not trying to create a ticket, just set up an action email. The documentation that I pasted above implies that their is a way to trigger an action for a partial response, but it does not appear to be working.

    Actions do work for partial responses only when they come into recorded response but if it satisfies any condition.
