So I want them to answer these statements by allocating numbers between 0-9 and the points should not be greater than 9 and the row sum must equal to 9.
I am confused should I use the constant sum or a matrix type question.

It's possible using the column format and some JS. Take a look here
From the screenshot you've shared , a constant sum would be a better approach. For the total box, select Statement. Plus enforce range and must total in validation.
+1ahmedA I appreciate your thoughts here but the constant sum allows to put only for a set of rows, I want two sets of rows and the respondent should put individual numbers in them.
I don't get it. From the screenshot it appears you are looking for,
1A + 1B = 9
Is that not the case?
