Where you are composing the email in Distribution, at the bottom of the page under Show Advanced Options, you can choose Multiple Completes as the link type.

Will this multiple completes option provide the same participant ID per each time the same participant uses the link?

^^^ I answered this myself. It won't collate responses from the same participant but it will provide you with the name/date/time the participant takes the survey each time they take it so you could combine data manually.
