Is there any way to guarantee that I can get a certain amount of people, e.g. 288 White females, to actually complete my survey? Right now, I have a quota designated to limit the number of respondents I have for this category to 288, the desired number. However, this does not guarantee that I'll get exactly 288 to complete the survey. Any ideas?

An option is to use branches.
1. Setup your question
2. Setup quota
3. add displaylogic to all options
4. Add branches in the Survey Flow tab

After the respondent submits setup a branche where you check the quotacount. If quota has been met display the same block again. Because the displaylogic of each options is set, the option where quota has been met is not visalbe. So the respondent has to choose in what's left over. If you check more than once there's a very little change you get more than the quantity you set in the Quota.
