Single Quote or Double Quotes in a CSV File

After we exported the report as a CSV file, Qualtrics changed single quote or double quotes into some strange symbols. Can you please fix that? Thank you very much!
The “Title” will be more effective than other vacuums in cleaning my carpet and hard surfaces.

It should be this way:

It's because your quotes aren't the quotation mark character (U+0022), but extended left quotation mark (U+201C) and right quotation mark (U+201D) characters. You should replace the left/right quotation marks with a regular quotation mark.

We used the the quotation marks in Qualtrics when we set up the survey. So Qualtrics could not recognize its own quotation marks when it exported the report as a CSV file?

CSV doesn't support unicode characters. Export as TSV instead.
