Trying to prevent "You have already completed this survey" message

I have a simple test survey with Prevent Ballot Box Stuffing unchecked and Open Access selected, but when I try to use the same External Data Reference for authentication, any attempts following the first one yield the "You have already completed this survey" message. I need my participants to be able to take the survey more than once.
