Validate Answers Between Questions on Different Pages When Either Question Can Come First

I have a question (A) on one page/block, and a question (B) on another page/block. How can I validate these two questions against each other when users, via the table of contents, are allowed to jump ahead. So they can answer A or B first. Only when they've answered both questions should the validation kick in. Thank you!
