I would like to find a way so that if someone selects "I would like to take the survey later" the Creative shrinks to a reduced size and sits as a clickable button that re-opens the creative. Is this possible?

You can use "I would like to take the survey later" as close button and whenever they click on it, creative is closed. When they click on clickable button, creative will reopen, starting from same question depending on your survey settings.
