Have you published the amendments?

I agree with @Pat, perhaps your deactivation wasn't "published". Also, are you testing anything with live container code rather than the tester code? That would cause impressions to keep going up.

Thanks @pat and @kate! You might be on to something. I didn't realize that I had to deactivate the survey AND publish that it's inactive. I just published the inactive survey so I'll see if the impressions drop to 0. Seems pretty counterintuitive!
