Just a long shot, but did you try to apply this setup?

Seems like you can apply contact frequency rules through it at least...

thanks for promptness.

I saw also this page but it’s not addressing my problem.

I want to give customers the possibility to opt-out in case they don’t want to receive communications anymore and apparently is not possible.
