Segment does not capture contacts via a field containing dates in ISO 8601 Format

Hello,
I set up a segment to capture contacts who enrolled yesterday. Contacts have an Embedded Data field called EnrollmentDate. Dates are formatted in ISO 8601 format (YYYY-MM-DD). However, the segment is empty even after rebuilding it several times

Segment Criteria

I figured it out; the time for the EnrollmentDate field probably defaulted to 00:00:00 and that was why those folks were not captured. Shifting the range one day backward seems to fix it with one caveat. A followup question - when first rebuilding the segments they were only partially correct at first - for example out of two participants with the same EnrollmentDate, only one was selected for the segment. After about one hour, the segment built correctly with all the right participants included. Is this expected functionality (i.e., wait one hour after updating contacts before rebuilding segments)?
