Sending survey to multiple email addresses for a single contact

I have a list of students who are identified by their student number. Part of their information contains embedded data that is their parent's email addresses (one for each parent). Is there a way to send a survey email just the parents' email addresses that are located in the embedded data?

If you're using the Distributions tab to send the emails, the solution is most likely to create another parents list where you swap the parents' email addresses with the students' so that now the parent's email address is in the contact email box and the student's email address is an embedded data.
If you want to send an email via Actions following a survey, just pick up the parent's email address as an embedded data variable in your survey, and use it in your email action.
