Is it possible to show different footers to different respondents based on embedded data variables from my panel database?

I think that is doable. You just need to have one embedded variable on which you will set the footer value. The value in this embedded variable will be set by checking the conditions on which you need to differentiate the respondent, and this can be done using the branch logic in the survey flow.
