Pop-up and measuring time per screen

Good day,
I want to create an assessment for my students using Qualtrics. It consists of 30 multiple-choice questions. I want the case study on which the questions are based to appear on the first screen, and then be accessible to the students on a pop-up screen whenever they click on it while completing the assessment. Questions will appear one by one and no backtracking will be allowed.
Then, I also need to measure the time that students spend on each question (time between clicks). Is that possible in Qualtrics?

We can use jquery dialog for this in the header, so it appear on all the pages.
