Run workflow only during business hours

I have a simple workflow where a survey triggers a ticket. What I would like to do is to have the ticket assigned only during work hours so that if a user submits the form outside of the day, the ticket is not assigned until the next morning.

Qualtrics recently have brought in delayed start feature, which you can use to setup timings to trigger workflows
