I created the following slider question, selecting the text position as "bottom":

In the end I called Support and they suggested I insert the images through the "Rich Content Editor" rather than doing that directly. It worked:

Thank you but that did not affect the result in preview. I also noticed that if I reload the survey page after I have moved the text to the bottom, the text appears at the top again:

So it looks like moving the text to bottom using the drop-down menu does not generate any permanent change; the preview is just a reflection of that.
