I think this is what you are looking for. They are called alerts...which is why they are hard to find.

The logic works based off the rules you configure...threshold or relative change.
It's based on the metrics in the dashboard and not on any specific widget or page but you can add filters to the alerts.

Thanks, at this stage my filters do not work so I have raised a ticket with qualtrics to investigate.
