I'd like another user to be able to create reports and run cross tabs in Stats IQ, but not have access to the data file. Is that possible?

Hi algroom_heart In order for you to give access to only Cross tab and Stats IQ - you will have to provide permissions as per my snapshot. The idea behind is that you'll have to give view survey results access to the user for reading data in Stats IQ and crosstab modules.
