New to Qualtrics - Very confused with brand administrator

We are launching Qualtrics at our school. In the past, there was only one division using the system and now the school has purchased it. So I was assigned to this and I was trying to set it up - but I was stumped with this - brand administrator and division administor (this is not listed in my user type).
What I was trying to do - as I mentioned that there is a division using it before the school purchased. So they want to have the ability to modify the themes. So I set up a new theme for the division and used brand administrator to a user. However, when I impersonated this person, I could see everything which I don't want him to have the ability. So I removed the brand administrator and read about division administrator and thought it would be better for him. However, the user type (now I realized, it may be a group type, not user type - will look into this later), was not listed so I created a new user type and tweaked the permissions and now he has more limited access and has no access to the brand.
So I am coming here to find if you have any good practice on handling division in a school, allowing them to view their own surveys, brands, etc. Anything will be helpful! If one of you is willing to sit and walk me through the setup - it would be great! I also asked my CSM and hope that he will agree to a weekly meeting to set things up.

Congratulations on acquiring Qualtrics for your school. We have been with Qualtrics 1 1/2 years and I am at the district level. I have been slowly training other district and school level personnel to use the system. We have 26 school locations and I am going to be looking at best practices to do what you are doing. I want each school to be able to design and use templates and I do not want them to have access to the district or other school templates.
I hope to have some information in the next couple of months. I will get back with you when I get going.

Thanks! My CSM said to use Standard Account. Which I did, but when a new user log to our system via SSO, they will see the template unless I go in that account and prevent them from seeing the theme. It is not group level setting unfortunately. So I asked the question to the CSM and hopefully, I will have the answer soon.
One step is done (getting SSO set up yay!), now figure how to do the groups - and may have to go ahead with the template open to the community for now until we figure how to hide it from everyone else but the group.
I am submitting for color schema from our marketing division (it will take them a while to come up with one so I will go ahead and modify the standard color schema and look for now).
I hope to communicate to the community the availability of the system within 2 weeks.
