API: When a user downloads a report, does this get recorded in a log?

I am trying to find out if a log is generated when a user downloads a report in any formant in the activity log or another log. We have regulations that require us to have this information on hand just incase of a incident. If this does happen, what log and what would be the information that is displayed?

Qualtrics support got back to my request and said this is not possible at this time. At their suggestion, I submitted a new idea request.
