How to handle individual contacts and distributions?

I am continuously adding new contacts to my directory, and I will be using the API to do everything. I am looking for the proper strategy to handle survey link generation for these individuals. I will not be using Qualtrics to send out emails, I have my own process for that. Would the right way to go about this be to create a distribution for each individual after they are added to the directory? There is only one survey to send out and I don't need to generate it for everyone when a new contact is added. However, looking at the documentation here https://api.qualtrics.com/573e3f0a94888-create-distribution#generate-distribution-links you can only do this for an entire mailing list without sending the survey out. Is there a best practice for this when it comes to individuals?
