Web Service Integration - ERP to Qualtrics

Is it possible to integrate with qualtrics through a web service, so that when it is executed send a survey?
That is, I can make my Web Service:
1. create a contact in a mailing list
2. distribute one of my surveys
(Example: This web service is in my ERP and I want a survey sent to each client that creates an invoice) For this I can only integrate through consumption of REST web service

Thanks for the advice.
Really the web intercept or the APP feedback do not work for me at this time.
With integrations API it may work, but this is the point of my question. What is the method to use to send a survey after generating my invoice with my ERP?
For example:
1. From the ERP (SAP), run the Web Service [REST] to call Qualtrics
2. You must use function .......... sending parameters ...
