I have exported my responses data from my questionnaire onto excel, on Qualtrics it shows I have 22 responses and 3 partial responses. On excel all 22 responses say 100% in the progress column and "true" in the Finished column, but I can only see responses on 10 of them - the rest are just blank even though it says they are completed (they're not partial responses). Does anyone know why this could be? Could it be an issue with the data or just that they haven't answered any of the questions?

It could be that they haven't answered the questions. A 100% complete is assigned when the respondent reaches an end of survey element in the survey flow. So, this could also be caused by some branches that take them there without encountering the survey question.
Alternatively, this could also be due to changes you've made in the survey. The data export option always downloads the data related to the current version in the survey editor.
