Conducting an internal vote with qualtrics survey

I want to a conduct an anonymous vote for a particular voter list. I planned to use SSO with associated panel to authenticate a “voter” list, and the voter will access the survey by anonymous link. I understand that using the authenticator can limit each voter (identified by the email) to only vote once. But I wanted the vote to be anonymous, does the prevent multiple submission still works if I enable “Anonymous Response” in the security options? If not, any suggestions to achieve my wanted voting survey? Thank you in advance for sharing your experience.

I’ve had a similar survey before that goes out every year to vote in board members.  We have SSO but this particular one also had a set mailing list.  Prevent multiple submissions will work, BUT, if the respondent opens the link in a new browser it won’t catch that,
