Display logic is not displaying my question. Why?

In question 1 , I ask users to rate us on a scale of 0-10.
Using display logic, wrote a rule that Question 3 will only be displayed if the the user rating is between 0-8.
However, question 3 is not being displayed when the user selects 0-8.
Does someone know what I am doing wrong here?

I think it's an easy fix, but you might kick yourself. Just change all of the "And" conditions to "Or". :)
