Can we add multiple language codes in the language column in the contact list on the directory so that the respondent can have a dropdown of those languages only on the survey?

no, that’s not possible. Not even sure if there’s an easy-to-implement workaround.
How many languages are you providing the survey in?
I’m usually having 15 languages and the dropdown list still looks reasonably short.
