Participants receive error message when trying to access unique survey

I have a survey that is connecting our contact list to an external data reference. Most of the time the survey/Qualtrics connects correctly, but we are experiencing quite a few incidences where we receive the attached screen. I have confirmed that the individual records we are experiencing this problem with have not yet take the survey AND are in our contact list correctly. Does anyone know why this might be happening and/or how to fix it?
