I have a survey with 1000+ blocks...
Basically, I need to make sure that each block is only allowed to be displayed 3 times during the round of data collection, and then stop being presented to participants. So each block has a 'life' of 3...
Is there a quick way to to this with quotas ?

Its better to do this with loop and merge with 3 counts and then move on to next one.
