I would like my follow up surveys to send out at 7:00 AM. However, the only option is to distribute a survey at 7:00 AM GMT, which doesn't really work when people are taking my survey internationally. Is there any away around this?

Can a survey distribution task be set to distribute according to the participant's local time?

This is a great idea, you should propose it in the Product Ideas section.
For now, you can create samples of your contact list based on time zone. You would have to have a field or fields in the contact list to determine time zone. Then you would send separate invites to each sample and schedule accordingly.
