Is it possible to administer a survey on a PC while not connected to the internet? I need participants on a PC, not a mobile app.

I think you can use virtual andriod environment on your desktop (like bluestacks) and install qualtrics offline app and take survey there.

There is a Windows Offline app. I have tested and it works the same as the other offline flavors. Contact your Qualtrics admin for the download file.
