Progress bar showing borders on the last page

For some reason, our progress bar shows borders on the very last page, even though it shows correctly on the rest of the pages. Can anyone help figure out how to get the progress bar to show correctly?
This is what it looks like on all of the pages except the last page:

The border was showing up because we had "Custom Message" selected for the End Page, but no Custom Message was set up. Once we set up the Custom Message, the progress bar displayed correctly on all pages.
