We added a timing question following our question of interest (in the same block). But we would like to randomize our subjects so for half of them we simply record the time it took for them to answer the survey and for the other half, we would like to set a rule so that they have to spend at least 30 seconds on the question. How do we set such a randomizer?

You can do this through a combination of Survey Flow and Display Logic in the survey editor.
Survey flow -
* Create a randomizer. Tell it to show only one condition. Under the randomizer, you will have to embedded data (1) Condition = MinTime and (2) Condition = Record
* Then put the block with the question to be randomized in the manner below (not within) your randomizer
Survey editor -
* Add two timing questions
1. With Display logic: Embedded Data Condition Is Equal to Record; and don't add any settings to the default timer settings; This will just track how long it takes a respondent to answer your question
2. With Display logic: Embedded Data Condition Is Equal to MinTime; change settings in your timing question so Enable submit after (seconds) = 30; this will make sure they spend at least 30 seconds on the question
An example file is attached that you can import into Qualtrics that has all of this set up.
