Searching Tags when publishing a survey

Hi all
I recently implemented the "tag" feature that requires people to choose the value of the tag when publishing their survey. One of the tags is Countries and is a long list.
I found if you type in something like "states" for United States, it does not find United States. Also, if you type in "united" without the capital, it does not find United States.
Has anyone have a solution to this?
