Survey where a respondent can nominate a set of people (10 - 15) from a long list (10000)?

Hi, Hope all reading this are safe and healthy!

I am looking for a way in which a respondent can nominate a few people from a much longer list.
Each respondent can nominate around 10-15 people from a super-set of thousands, allowing multiple people to be able to nominate the same person if needed. Effectively choose some entries from a lookup, drop down or any other list format.

The respondent set is around 150 to 200, while the Master list from which to choose to nominate is around 10000 people.
Both the lists (Respondents, Nominee choices) have names and email Ids.

The best case could be a seek option which allows a dynamic lookup from an embedded list of contact. But I do not know how to do that.
A potential MVP could be a series of free text fields, but that has major potential of getting wrong or garbage values.

Any suggestions would be much appreciated.
