Any ideas on how to set a unique intercept action set for a particular page on a website?

Hello all! We have a page on a domain that is serving the intercept creative less frequently than would be ideal. We would like to set an intercept display rate that is higher than the intercept display rate set on the rest of the domain. I've tried creating a new action set and specifying a display rate that is higher than 100% (in other words, to sample at a higher rate than the other pages in the domain), but the system will not allow me to do that.
Are there any ideas on how to set an intercept display rate on an individual page (or subdomain) within a larger domain?
