How to use QSI.API.run;

I am having questions on the use of QSI.API.run. I was under the understanding that by using it I could force the intercept to run and evaluate all conditions. I am trying to run a test using Chrome console and when I run this it wont do anything. I am always forced to run QSI.API.unload() and then QSI.API.load() and that will work always.
I have tried to configure the Intercept to run on page load and as well as "Manual" with JS. But I have NOT configured the Website Project (Project Loading Options:To manually load/unload a Project, use the JavaScript API.) . I don't think this should impact, but I want to make sure to share with you.
