I have an automatic import of a contact file through the Qualtrics API. Is there a way to automatically filter or delete a contact that I don't want to import (like conditional survey distribution filters)

Unfortunately, not. Instead, what you can do is set up automatic list enrollment and add such contacts to another list and delete them once in a while.
