I am using a third party company to send out my survey (not using Target Audience), but I am providing them a list of contacts that I want them to send to. Since I have to pay the company for every email I send out, I want to only provide them with a list of contacts from my Target Audience account who have a response rate of more than 95% for all the surveys they received. How can I get this list?

When creating a Sample in Target Audience, you'd want to specify a Condition. So in the Sample screen, you'd select "Add Sample Condition" then select "Statistics" then select "Response Rate" in the drop down that's right next to Statistics. You'd then indicate "greater than or equal to" or "Greater than" depending on how you want to cut the data, and lastly indicate what percentage - which in your case is 95%.
Now you're ready to generate the sample with this special condition.
As a heads up, you may want to increase the max sample size depending on how many contacts you want to send over.
