I have a survey which people sometimes don't finish. I just want to export only the finished surveys, but would prefer not to delete the unfinished surveys.

To pull only finished records, In Data and Analysis Add filter > survey metadata > Finished set it as equal to 1 . Then export data it will pull only completed records. Other records will remain in database only.

Another option will be just make sure you selected "Recorded Responses" in Data and Analysis and then export data it will pull only completed responses.

The answer of the @PradeepKotian is great. You can also use Embedded data for this.
Set a embedded data once the respondent completes the survey in survey flow. see the below image.!
And then in data and analysis -> add filter on embedded data as shown in below image.
