Can I send 2 emails to 1 email account ane let 2 people finish the survey? They're couples within one household and only one of them has an email account.

In this case,
case(a): I just send one email to this email account, can 2 people finish the survey and can I record the response differently?
case(b): I send two email to this email account, so this time 2 people can click one by one. In this case, can I record the response differently?

With reference to case b, while sending email you can specify which member of family need to complete the survey.
You can do this by sending it in query string and capture same in survey flow. You can need to also send some familyID in the query string, to identify the members of same family in data.
