Any ideas how to dynamically add/link questions from one survey into another?

Hi All
Hope someone out there has any ideas on how to do the following:
Scenario: We have standard templates in Qualtrics which we initiate via API on another tool. We now have a business request to customize these surveys. Ideally we want to have a set of 10 questions that users can pick from. These questions will then need to be added to the standard template (we do not want to create various templates - 1 template only), via the API and this is then sent to the respondent.
Any ideas on how we can do this? pipped text? Branching? suggestions are very welcome - willing to test and try anything to enable this.

    You could use URL embedded data to open up specific questions using branching or display logic. Essentially one survey link with the URL embedded data and if the embedded data exists the respondent sees the specific questions.
