Attachments Do Not Open In Survey

Hello
For whatever reason as of late multiple people are unable to view/download attachments in the surveys. When they click on the link that was uploaded to the survey, it asked you to "open" and not save/download/view?

Then in this case you can get the url for the document in the next question using pipe text and then ask to click on it, it should automatically download the document.
