Using a Loop and Merge with a priority list and set max number of loops

I have a loop and merge block with 2 questions. The loop list is based on programs (max of 8) the respondent is a member of. I need to set it up only to show a max of 4 loops. I also need to make sure that "Program A" is always included in the programs to be displayed. Is this possible?

    Now this second step might need a different configuration based on the question type. Let's say the two questions in the loop and merge block are text entry and MCQ respectively. Set a default value for the text entry question as follows:
