We are uploading the data from one survey to another using CSV. After the data is imported we noticed that our open end responses which were in French in original survey becomes ???? in new survey. Can someone suggest how to deal it.

Can you try CSV with "unicode utf 8" format?

This link is for reading unicode CSV in excel. Qualtrics exported CSV is already utf8 formatted.

You have to save the csv as a Unicode Text file from Excel (which is tab delimited), then upload it.

You can directly pull tsv file from one survey and import in other, doing so your special characters or non English verbatims will appear correct. But this import will happen in table format not in legacy.
Tsv export and import worked for us. Those who have similar issue can use this support page also
