fFirstly, I coudn't fing the function to hide the question S4B, then I try edit the display logic for each category in S3B with the logic "IF S3=xx province-xx city, or S3=xx province-xx city or....."just like the attached screenshot.
It will be appreciated if you can tell me how I can hide the question and record the S3B answers automatically.

Instead of using a hidden question and display logic, use branches and embedded data in the survey flow to set your tier value. Then base your quotas off the tier value.
