Navigation Arrows

There have been a few employees invited to take the survey that opened it just to preview the items and intended to come back later to actually respond. Since the navigation arrows are still arrows on the last page of items, they submitted blank surveys accidentally. Please split the navigation arrow options into 2 separate choices: 1 for navigation and 1 for the final button itself.
